The City of Mesa’s Management Associate Program is designed for promising professionals that are interested in a career in public service. This is a permanent position that provides career development in local government while allowing individuals to develop and strengthen professional skills. This multi-year program is an opportunity to gain valuable experience in local government management and finance.

Management Associates start in the Office of Management and Budget (OMB) helping to develop and manage the components of the City’s budget. After one to two years in OMB, Management Associates spend the next two years rotating through various City departments and providing management assistance. Successful completion of the program will result in placement of the Management Associate into another position within the City.

Jeff

 

Jeffrey Robbins

 Jeff attended Brigham Young University for his undergraduate where he graduated cum laude and with university honors. He earned a Master of Public Administration from the University of Kansas. Jeff worked for a city, a county and as a member of Americorps VISTA before working for the City of Mesa. Since working for the City, Jeff has served as a budget analyst for several departments where he specialized in capital improvement projects and worked on several special projects. Some of these projects include the Fiesta District CBD/RDA Overlay Extension, project support for the Development Services information management system roll-out, managing an interdepartmental process improvement initiative and temporarily filled in as the Development Services Fiscal Analyst.

 Corve Smith

 

Corvé Smith

Corve is originally from Chicago, Illinois. He received his Bachelor of Arts with a double major in Criminal Justice and Political Science from Southern Illinois University Edwardsville. After working in the private sector for a year, Corvé went back to his alma mater and worked toward receiving a Master’s degree in Public Administration and Policy Analysis. Prior to working for the City of Mesa, Corvé was a graduate assistant for the Emergency Management and Safety department at his University. Being responsible for maintaining and updating emergency response equipment, coordinating personnel training exercises and updating department information in accordance with federal law gave Corvé valuable public sector experience. Since joining the City, Corvé has been assigned to the Capital Improvement Plan team and works on special projects, most recently, a 2-year project focused on cable license renewal for the City.            

 Tony Garvery

 

Tony Garvey

Tony was born in Phoenix, Arizona. He Graduated Magna Cum Laude from the University of Arizona with a BA in Economics and a BS in Public Policy and Management. While completing his internship within the Tucson City Manager’s Office, Tony earned his Master of Public Administration, focusing on local government and management. Passionate about economic development, Tony completed his capstone project with the Downtown Tucson Partnership and the Economic Initiatives Department for the City of Tucson, developing new and strategic ways to retain and expand local businesses, while also recruiting new businesses into the region. Since starting at the City of Mesa, Tony has been working on various city-wide projects as well as focusing on budget development in departments such as Energy Resources, City Auditor, Transportation, and Transit.

Spencer Houk

 Spencer was born in Madison, Wisconsin. He received his Bachelors of Science with a double major in Public Administration and Policy Analysis and Political Science from the University of Wisconsin-Stevens Point. During his time at UWSP, he worked with the City Administrator and Economic Development Director at the City of Waupaca, WI, where he developed an interest in local government. Following graduation from UWSP, he began working at the Town of Rib Mountain, WI, where he was involved in Planning and Zoning. Spencer went on to complete his Master’s degree in Public Administration with an emphasis in local government management at Missouri State University. While at Missouri State University he interned for the City of Republic, MO in the Community Development Department, where he completed a procedural audit of the Building Permit process and a Building Permit Fee Study.
