The City Clerk's Office is responsible for preparing and keeping minutes of City Council and Committee meetings, administering municipal elections, and maintaining the Mesa City Charter and Mesa City Code Book. The Clerk's Office also provides public notices, maintains City ordinances and resolutions, provides support to the Public Safety Retirement Boards, and serves as an agent for claims against the City of Mesa.

The City of Mesa provides Substantive Policy Statements in compliance with A.R.S. § 9-837 and SB 1598 passed by the Arizona State Legislature in 2011, which sets forth municipal requirements related to information provided to the general public and the ability of persons to obtain information about municipal policy/procedure.
